The TAC stated that ASEAN political and security dialogue and cooperation should aim to promote regional peace and stability by enhancing regional resilience. Regional resilience shall be achieved by cooperating in all fields based on the principles of self-confidence, self-reliance, mutual respect, cooperation, and solidarity, which shall constitute the foundation for a strong and viable community of nations in Southeast Asia. These conjectures, however, are very difficult to evaluate empirically because the emergence and characteristics of family planning programs are correlated with other determinants of fertility decline, most notably socioeconomic development. While many of these economies have a considerable share of revenues from international exports, domestic demand is expected to be the primary driver for growth in the near future. Domestic markets make these economies less prone to external vulnerabilities and global financial turmoil.

When Western explorers reached South and East Asia in early modern times, they extended that label to the whole of the immense landmass. While this global health crisis continues to evolve, it can be useful to look to past pandemics to better understand how to respond today.

The Bank’s work also spans across several development goals and cross-cutting initiatives. ADB celebrates Gender Month during March every year as an opportunity to reflect on progress made in promoting gender equality and encourage increased participation of women in building a stronger and more prosperous Asia and the Pacific region. Bank boards can drive growth and profits while spurring positive social change by supporting small and medium-sized enterprises owned by women.

With Thailand’s ratification, all ten ASEAN countries have now ratified the treaty. In the Maldives, GDP growth has been driven by strong tourism, especially from Europe, China, and India. In fact, European guests accounted for about half of arrivals and grew by 16.5% in 2019.

The 29th Annual ASEAN Ministerial Meeting, involving Foreign Ministers, issued a communiqué in Jakarta on 21 July. It called for the expeditious ratification of the SEANWFZ Treaty, and for an end to nuclear testing and the conclusion of a CTBT. The Ministers welcomed the progress in the implementation of the SEANWFZ Treaty, stressed the importance of direct consultation between ASEAN, and the NWS and considered this significant progress towards encouraging the accession of the NWS to the Protocol to the SEANWFZ Treaty.

This support was influenced in part by political unrest during the 1970s and by demands to redistribute wealth and income to satisfy the ‘basic needs’ of the poor . However, the level of political commitment to PHC throughout the region has been weak, except in Vietnam. The thriving of such organizations clearly is related to the failure of documented migration systems and enhanced policing of migration is unlikely to solve the problem of undocumented migration. Improvement of official migration systems must be part of the increasing international effort to combat the people smuggling and trafficking which is especially rife in South and Southeast Asia. In countries of origin there is a need for information programs which provide potential migrants with detailed, accurate information about the costs of the migration process and the nature of the experience at the destination. The pressing issue of protection of migrants and migrant workers from the region is related to that of controlling the intermediaries in the migration process.

In view of the US withdrawal from the 1972 Anti-Ballistic Missile Treaty, the Ministers welcomed the signing of the Treaty on Strategic Offensive Reductions between the Russian Federation and the United States on 24 May 2002. They noted the importance of this Treaty as a contribution to strategic balance, world peace, and long-term international security. They further called for the NWS to continue dialogue to look for new ideas and approaches to address the issue of nuclear disarmament.

Another important issue relates to the exploitation of migrants from the region. While it is incorrect to depict all such migrants as victims subject to exploitation, there can be no doubt that some groups are vulnerable to exploitation of a number of kinds. This is particularly the case among some groups of female migrants, especially those who work in occupations where protection is difficult, such as domestic workers in private homes and in the entertainment industry. Those who are undocumented are especially vulnerable to exploitation but lack of knowledge and local languages and customs can also increase vulnerability of immigrants. Understate the scale and impact of remittances nationally, there can be no doubt that their impact within regions of South and Southeast Asian countries is much greater.

It envisioned a Southeast Asia free from nuclear weapons, with all the NWS committed to the purposes of the SANWFZ Treaty through their adherence to its Protocol.
